Peter is a character played by Joe Hawley and features in the Tally Hall's Internet Show episode 15 Seconds Of Bora (T.H.I.S. Episode). Peter doesn't understand why his friend Sally would cut herself.
On October 4th 2022, Peter would make a rare appearance on Joe Hawley's Twitter account "wHaleJoey", shown cutting his hair and wearing a shirt similar to the one he wore in T.H.I.S.[1]
