Inspiration

The melody is a slightly altered and extended Mixolydian rendition of the Westminster Chime Melody. This melody is often used by clocks (such as grandfather clocks) to indicate the passage of time each quarter-hour, and due to Ruler of Everything being a song about time, 13 assists in setting up this clock theme for the song. It's also interesting to note that these clocks that utilize the Westminster Chimes typically do not indicate a thirteenth hour...
